ABOUT THE AUTHOR Dr. J. Alva Scruggs, Author, Journalist, Columnist Dr. J. (James) Alva Scruggs received a B. S. degree in Chemistry from Alabama Agricultural and Mechanical University, M. S. in Chemistry from Southern Connecticut State University, M. A./ Degree in Urban Studies from Occidental College, and a Doctorate in Education Administration from the University of Massachusetts. He has attended the University of Niagara, Mississippi College, Temple University, and Florida Agricultural and Mechanical University. He was one of the first nineteen men and women selected in 1969 by the National League of cities/Conference of Mayors and Yale University to be part of the National Urban Fellows Program. Dr. Scruggs has worked as a research chemist, holding five patents and other publications in this field. He has been an educator for twenty years, in which time he has many papers on subjects in this field. Dr. Scruggs has also served as a professor at The University of Hartford and Fort Lauderdale College. He has served as Superintendent of Schools. In addition he has worked for The Connecticut Department of Education and The Florida Department of Education as an Administrator. He has successfully conduct many consultant services/contracts which include contracts with the U. S. Department of Education and Dade County School Board. Education
